The Hunan Association of Enterprises with Foreign Investment, founded in 1993 and registered with the Department of Civil Affairs of Hunan Provincial, operates under the guidance of the Department of Commerce of Hunan Province. It is a non-profit social organization voluntarily formed by foreign-invested enterprises (including those from Hong Kong, Macao, Taiwan, and overseas Chinese) in Hunan Province. Under the strong guidance of the Department of Commerce of Hunan Province, the Association adheres to its founding purposes: uniting members, serving enterprises, linking the government, facilitating investment promotion, encouraging corporate participation in public welfare and contributing to society. Being committed to serving member enterprises and investors in full compliance with national policies, laws, and regulations on opening-up and foreign investment encouragement. the Association endeavors to guide members in lawful operations and safeguard their legitimate rights and interests, foster mutual understanding, strengthen friendships, and promote cooperation among members, enterprises and the government. It collaborates with members to play an active role in Hunan's socioeconomic development and international economic cooperation. By fully leveraging its role as a “bridge and bond” between the government and enterprises, the Association drives the healthy growth of foreign-invested enterprises in Hunan.
In recent years, focusing on Hunan's "Three Highlands and Four New Missions" strategy and the grand initiative to accelerate the construction of a reform and opening-up hub in central China, the Association has been committed to promoting a rule-of-law-based, internationalized, and market-oriented business environment, constructing an equal, inclusive, socially responsible, public-welfare-oriented and open two-way service platform between the government and enterprises. Association proactively engages and takes concrete actions. The Association has established a Foreign Investment Task Force in collaboration with provincial departments including the Department of Commerce of Hunan Province and the Development and Reform Commission of Hunan Province. This task force institutionalizes and regularizes the Hunan Foreign-Invested Enterprises Roundtable meeting. the Association facilitates government-enterprise communication channels,conducts objective and scientific business environment evaluation research, compiles the Hunan Business Environment White Paper and establishes provincial-level foreign investment resource directories and multinational corporation database.
Under the guidance of the Department of Commerce, the Association actively promotes international cooperation and investment, it supports major specialized economic and trade events including the China-Africa Economic and Trade Expo, Hunan-Hong Kong Investment Week, Hunan-Shanghai Investment Week, and the Central China Investment and Trade Expo. The Association maintains extensive connections with foreign institutions in China, embassies, consulates and domestic business associations. Through official WeChat accounts and other media platforms, it promotes Hunan and highlights foreign enterprises in the province to enhance their social image and reputation.
The Association maintains an international, professional, and highly skilled service team supported by an industry expert committee. It regularly organizes and commissions specialized institutions to conduct various training activities, policy briefings, and professional seminars. These initiatives help enterprises effectively utilize national, provincial, and municipal policies, enhance corporate management capabilities, provide comprehensive guidance, and deliver high-quality services.
